The Economic and Financial Crimes Commission (EFCC) has arrested Bashir Bello Ibrahim, the Chief Executive Officer of Formal Act Legacy Limited and a former contractor with the Kaduna State Government, over an alleged N30 billion fraud involving numerous fictitious contracts and impersonation.
According to a statement posted on Friday via the EFCC’s official X (formerly Twitter) handle, Ibrahim was apprehended by operatives of the Commission’s Kaduna Zonal Directorate following over 250 petitions filed against him by alleged victims.
Despite the termination of his contract with the Kaduna State Government in October 2023, Ibrahim reportedly continued to pose as a consultant for all 23 local government areas in the state.
He also claimed to represent the United Charity Foundation and the Sustainable Development Goals (SDG) Office, alleging he had a valid 2020 Memorandum of Understanding (MoU) with the state to source global grants for development projects.
The EFCC stated that the MoU had been revoked due to non-performance and contractual breaches.
Nonetheless, Ibrahim allegedly went on to issue fraudulent contracts, persuading contractors to supply materials such as hospital equipment, drugs, and construction tools, supposedly for local government projects.
The Commission said he took delivery of the goods, stored them without the knowledge of the LGAs, refused payment, and even sold some of the items.
