NCC unveils nationwide zero rated data access to educational platforms

            By Tony Obiechina, Abuja

The Nigerian Communications Commission (NCC) has launched a nationwide Zero-Rated Data Access to Educational Platforms and Content initiative that will provide eligible learners with 100 megabytes of free data daily to access approved educational websites and digital learning platforms.

The initiative, unveiled in Abuja on Thursday, is designed to expand affordable and equitable access to digital education, reduce learning inequalities and strengthen Nigeria’s human capital development in line with the Federal Government’s digital economy agenda.

Under the Operator-Sponsored Model, participating mobile network operators will provide users with up to 100MB of free data every day to access whitelisted educational platforms.
The allowance translates to about 700MB weekly, 3GB monthly and 36.5GB annually for each beneficiary.

Speaking at the launch, the Executive Vice Chairman of the NCC, Dr. Aminu Maida, said the programme is a strategic investment in Nigeria’s future workforce and aligns with President Bola Tinubu’s vision of building a $1 trillion economy through human capital development.
Maida said access to affordable internet remains critical for Nigerians to benefit from government-backed digital skills and educational programmes.
He noted that while 100MB may appear small on a daily basis, its cumulative impact across millions of students represents a significant industry investment in education.

According to the NCC, the daily allowance can support between two and five hours of learning depending on the type of educational activity.
Reading PDFs, text materials and educational searches consumes far less data, while audio lessons and text-based learning platforms can still provide several hours of study within the daily limit.
Maida said improved connectivity would also help bridge disparities in teacher availability and educational resources across different regions of the country by connecting learners to teachers and digital learning materials regardless of location.
Industry estimates presented at the event indicated that providing free educational data to five million students could cost operators about ₦15 billion monthly, or ₦180 billion annually.

Despite the projected cost, Maida described the initiative as a long-term investment rather than a financial burden, saying a more educated and digitally skilled population would create greater opportunities for economic growth and innovation.
To ensure sustainability, he explained that the 100MB daily cap would be reviewed periodically based on usage patterns, while participating educational platforms are expected to optimise their services to minimise data consumption by reducing advertisements and delivering content more efficiently.

Director of Policy, Competition and Economic Analysis at the NCC, Ayuba Shuaibu, said the programme has established a governance framework under which the Federal Ministry of Education and the NCC will jointly approve and whitelist eligible educational platforms.
He said approved platforms include Learning Management Systems, digital libraries, educational repositories, teacher development platforms, and technical and vocational education platforms.

The framework also incorporates safeguards covering telecommunications regulation, cybersecurity, child protection, consumer protection and data privacy, while preserving net neutrality and fair competition.
Shuaibu disclosed that several educational platforms have already been assessed and approved for the initial rollout, with additional platforms expected to be added over time.

He added that the NCC and its partners would immediately begin collecting data to evaluate the programme’s educational, technical, financial and regulatory impact, with findings guiding future expansion and operational adjustments.
Chairman of the NCC Board, Idris Olorunnimbe, described the initiative as another demonstration of the Federal Government’s commitment to expanding access to quality education through digital technology.

Minister of Education, Dr. Tunji Alausa, commended the NCC for spearheading the initiative and addressing one of the biggest barriers to digital learning in Nigeria – the high cost of internet access.
He said the programme would significantly widen educational opportunities, particularly for students from low-income households, by enabling them to access approved educational content without incurring data charges.
