            The Director General, Budget Office of the Federation Dr Tanimu Yakubu has revealed that Rollover budgeting and fragmented project lists have weakened Budget execution in the past and has to be corrected.

            Dr Yakubu stated this at the commencement of the 2026 Service-Wide Budget Training and Sensitization Workshop for MDAs on the Government Integrated Financial Management Information System – Budget Preparation Sub-System (GIFMIS–BPS) holding in Abuja.
            According to him, the development reduce clarity, dilute accountability and create hidden obligations.
            He noted that the 2026 Budget will correct these anomalies as it is built as one coherent implementation framework.

            He said in line with Mr. President’s directive, the approach is to consolidate commitments into a single, visible pipeline and manage them as a disciplined programme of delivery.
            He tagged it as “single-train” approach. “One plan. One pipeline. One execution logic”.
            Dr Yakubu reminded the officials of the various Ministries, Departments and Agencies( MDAs) that the training workshop was not a routine annual session, but a delivery session, stressing that the participants would do three(3) things, which are to ‘Translate policy intent into budget choices, Raise the credibility of submissions and execution and Improve results for citizens, not just spending.

            “In 2026, the standard is simple: realism, readiness, and results”, he said.
            The budget office boss said Nigeria is undergoing reforms to restore macroeconomic stability, rebuild credibility in public finance, and position the economy for sustainable growth, adding that the reforms are real, apart from raising the bar for budgeting.
            “Reforms only succeed when implementation succeeds. And the budget is government’s strongest implementation tool”, Dr Yakubu said.

            He told the participants  that the 2026 Budget is structurally different because it improves prioritisation, strengthens control, reduces duplication apart from allowing the government to know at any point what it has committed to deliver.

            Dr Yakubu told government officials what would be achieved in the training sessions and they include but not limited toclarifying the 2026 Budget guidelines and expectations; address recurring compliance and execution gaps; strengthen coordination between planning, finance and programme units; and improve the quality, credibility and performance orientation of submissions.
            “If it cannot be implemented, it should not be proposed, and If it cannot be measured, it should not be defended”, he concluded.
