The House of Representatives has cautioned the Sole Administrator of Rivers State, Vice Admiral Ibok Ete Ibas (retd.), against attempting to perform legislative duties, including the drafting of a new state budget.
Deputy spokesman of the House, Philip Agbese, told The PUNCH on Sunday that Speaker Tajudeen Abbas is in discussions with House leadership to form a committee that will monitor Ibas’s activities and ensure proper oversight.
“The Sole Administrator lacks constitutional authority to make laws,” Agbese said.
“The Speaker is working on setting up a committee to oversee the administrator’s conduct. If he oversteps his bounds, the House will consider appropriate actions, including a vote of no confidence.”
The warning follows Ibas’s announcement of plans to prepare a new budget for Rivers State after the federal government declared a state of emergency in March, suspending Governor Siminalayi Fubara and the state legislature for six months due to ongoing political unrest.
President Bola Tinubu appointed Ibas to oversee the state during the suspension.
Last week, Ibas met with members of the Rivers National Assembly caucus and disclosed plans to introduce a fresh budget focused on healthcare, education, infrastructure, and job creation.
“We are finalising a transparent and inclusive budget that prioritises agriculture, technology, and infrastructure,” Ibas said. “Our aim is to move quickly to implement key projects and avoid further delays in delivering services to citizens.”
