A high level delegation of Senegalese government officials was in Nigeria to understudy how the country plans it’s nutrition budgets.
Led by the country’s Special Adviser to the Senegalese Prime minister, Mr Mamoudou Niang, the ten-member delegation which arrived the Nigeria last Monday, was hosted by the ministry of Budget and Economic development and the World Bank.
Addressing the delegation, the Minister, Senator Atiku Abubakar Bagudu expressed happiness for the initiative, adding that the meeting which started well was going to end very well.
“It started very well and it is ending very well. And I guess our brothers and sisters from Senegal, they have learned, you know, from experiences, they have learned from motives, they have learned from empirical evidence that they can take back home to show”.
The Acting Permanent Secretary of the Ministry of Budget and Economic Development, Dr Samson Ebimare while declaring the visit closed on Friday, prayed that the initiative should be sustained.
He said, “After budget, what next? Are the budgets, are they released? That’s one point you have to follow. If you follow, how do we translate that at the grassroots for those who prepare meals for us to eat? Because if we talk about budget targeting and it does not translate to the end, then we have not done anything.
“So I thought that going forward, we should be looking at, you know, what kind of component of food, how do we prepare such food that it has the nutritional value that Chet made stunting.
We need to deal with that, otherwise we are just spending money for nothing. Because that is the end point of what we are looking for. So I want us to underscore that very point.
“Because if we ask donors to mobilise funds, ask, you know, mobilise funds from internal sources to budget, then the end point, we didn’t get to that point. Then we have not done anything. And I’m particularly happy because this event is about internal resource mobilisation through budgeting process.
“As we have always said, donors are just, partners are just bringing what they call support. Support cannot really solve your problem. You have to look internal to mobilise resources to solve your problem.
And that is why the Development Partners call it food support. Support is just to catalyse the meeting. And it provides justification for one of the principles of Paris Declaration, number one there is ownership.
So that ownership, I’m very, very happy that the Senegalese delegation and the Nigerian hosts, which is the Federal Ministry of Budget and Economic Plans, recommended that fact that you have to look inward in order to solve your problem. It is very, very important. No one who, who can’t carry your burden, your burden is for you to deal with.
“So having said that, I want to show, say that the Honourable Minister of Federal Ministry of Budget and Economic Planning is very happy for this, for this initiative, for this meeting. It started very well and it is ending very well. And I guess our brothers and sisters from Senegal, they have learned, you know, from experiences, they have learned from motives, they have learned from empirical evidence that they can take back home to show.
“And we also want this meeting to continue. Subsequently, in many years to come, to evaluate how far we have gone. Having said that, let me congratulate you once again and declare this meeting closed”.
I vividly heard Julius, the last presenter, saying that we should prioritise budget targeting for nutrition. And that is the centre, the final point that I wanted to make in this focus location. Budget targeting is just one aspect of the whole event of nutrition.
After budget, what next? Are the budgets, are they released? That’s one point you have to follow. If you follow, how do we translate that at the grassroots for those who prepare meals for us to eat? Because if we talk about budget targeting and it does not translate to the end, then we have not done anything.
