  Governor of Delta State Emmanuel Uduaghan of Delta state has effected a minor cabinet reshuffle. The Secretary to the State Government, Ovuozourie Macaulay, in a statement on Thursday, said the Commissioner for Finance, Benard Okumagba has been dropped from the cabinet. The Federal Government on Wednesday N459 million for the Independent National Electoral Commission (INEC), to procure 17,000 smart card readers to authenticate voter’s card in future elections, starting from 2015.
