            Abstract
            Artificial intelligence has become a central arena of geopolitical competition and diplomatic negotiation. This article examines how AI is reshaping sovereignty, global governance, and strategic power, with particular attention to Africa’s emerging digital agenda.

            Article
            Artificial intelligence is transforming the foundations of diplomacy and global governance. It has introduced new dimensions of power, reshaped strategic competition, and compelled states to reconsider the meaning of sovereignty in a digital age. As AI capabilities expand, governments are negotiating the rules, standards, and ethical frameworks that will determine how technology influences security, development, and human rights.

            Digital sovereignty has emerged as a central concern. It refers to the ability of a state to control its digital infrastructure, data flows, and technological ecosystems. This concept extends beyond cybersecurity and encompasses algorithmic transparency, cross‑border data regulation, and the localisation of digital assets.

            States are adopting diverse approaches to digital sovereignty, reflecting their political systems and strategic priorities. Some emphasise regulatory control, others prioritise innovation, and many seek a balance between openness and protection.

            The geopolitical implications of AI are significant. Nations with advanced AI capabilities possess advantages in defence, intelligence, and economic competitiveness. This has intensified global competition, particularly between major powers.

            The United States and China are investing heavily in AI research and infrastructure. The European Union is pursuing a regulatory model that emphasises ethics and human rights. Other regions are developing frameworks that balance innovation with security. These divergent strategies illustrate the complexity of establishing global norms for AI governance.

            Diplomacy is increasingly focused on negotiating the future of AI. International organisations and regional bodies are engaging in discussions on responsible AI development. Issues such as algorithmic bias, data privacy, and autonomous weapons require coordinated responses. Yet achieving consensus is challenging due to differing national interests and technological capacities. The absence of a unified global framework risks creating fragmented regulatory environments that hinder cooperation.

            Africa faces both opportunities and challenges. AI can support improvements in healthcare, agriculture, education, and public administration. However, limited infrastructure and regulatory gaps pose risks to digital sovereignty.

            Nigeria, with its growing tech ecosystem, can play a leading role in shaping Africa’s AI agenda. This requires investment in digital infrastructure, capacity building, and strategic partnerships that prioritise ethical and inclusive AI development.

            The future of AI diplomacy will depend on the ability of states to balance innovation with responsibility. Effective governance frameworks must protect human rights, promote transparency, and ensure equitable access to technological benefits.

            Diplomats will need to collaborate with technologists, private sector actors, and civil society to navigate the complexities of AI. As digital transformation accelerates, the stakes of AI diplomacy will continue to rise. States that cultivate digital resilience and strategic foresight will be better positioned to shape the emerging global digital order.
