All arrangements have been concluded for the commissioning of the Accelerated Area Council and Sectional Titles Re-Issuance Scheme (AACSTRIS) project office and Data Center for the Abuja Geographic Information Systems (AGIS), by the Minister of the Federal Capital Territory (FCT), Mallam Muhammad Musa Bello, on Thursday 11thMarch ,2021.
Director of Information & Customer Service, AGIS/Land Department, Muhammad Hazat Sule, made this disclosure on Tuesday, in his office at 4, Peace Drive, Central Business District, Abuja.
According to Sule, the project has been in the pipeline since 2014 under a Public-Private-Partnership (PPP) without success, till the coming to office of the present FCT Administration under the leadership of Mallam Muhammad Musa Bello.
The Minister had earlier warned that there should be no excuse to the actualization of the AACSTRIS Project, as all titles hitherto allocated by the defunct Zonal Offices must be regularized.
He said that the Minister had directed that all the stakeholder departments must play their roles in the realization of this lofty dream.
The Director explained that the new AACSTRIS is designed to transform Land Administration processes in the Area Councils and the Satellite Towns of the Federal Capital Territory.
His words: “AACSTRIS project is aimed at processing the backlog of applications for the issuance of Rights of Occupancy and subsequently, Certificates of Occupancy for Area Councils as well as the Mass Housing Estates and multi-dwelling housing units”.
Sule, reiterated that under this scheme, members of the public with valid documents on land and property in these areas can apply for regularization and processing of their statutory titles, which is a clear departure from the customary titles that has no room in the Abuja Master Plan.
He explained the need for creation of AACSTRIS Project, which he said would directly deal with plots of Land in the Area Councils, mass housing scheme and multi-dwelling houses, thereby providing bankable title documents to the vast population of people at the lower ebb.
The project is expected to take care of the backlog of Area Council plots allocated to be regularized to a statutory title, houses built by the mass housing developers as well as multi-dwelling houses in and around the 8,000 square kilometers of the Federal Capital Territory.
