The Inspector General of Police (I-G), Mr Alkali Usman, says the use of minimum force is an effective tool to terminate conflict in the society.
Usman said this on Monday at the opening ceremony of Exercise Haske Biyu 2022, for Senior Course 44, at the Armed Forces Command and Staff Collage (AFCSC), Jaji in Kaduna.
The I-G was represented by an AIG, Police Mobile Force, Force Headquarters, Mr Ali Janga.
Minimum force is when the police resolves contending issues between persons, group or communities without the use of gun.
He said that the Exercise Haske Biyu 2022 came at an auspicious period, “when the country is faced with a number of internal security challenges”.
“This is because the end of conflicts goes beyond the use of hard power as witnessed in several conflicts both past and present.
“Thus, the importance of A Joint and Multi-Agency Collaboration in Internal Security and Low Intensity Conflict,” he said.
The I-G said that the objective of the exercise was to broaden individual and collective knowledge as well as to understand the military operations.
According to him, this is better than war, with emphasis on internal security and counter insurgency operations.
“In view of the dynamic of global security and our current realities, agencies and other stakeholders in the security sector have found themselves deployed regularly on internal security operations, ” he said.
Usman said that the exercise was important as it would provide another platform for different ideas.
He said that this would allow all stakeholders of national security architecture to cooperate and collaborate for development of sustainable conflict resolution and management mechanism.
Earlier, the AFCSC Commandant, AVM Olurotimi Tuwase, said the exercise was expected to last for three weeks.
Tuwase said the exercise formed a major part of senior course curriculum and involved participation of personnel from the Police and 19 other security agencies and paramilitary organisations.
He said that the exercise was tailored toward developing participants’ understanding of the relevance and constitutional imperative of each security agency and MDAs in the defence of national interest.
He further said the exercise would involve lectures, presentations and demonstrations on internal security operation.
The commandant said that participants would also be required to provide practical and workable solutions to the problems associated with internal security and low intensity.
”This year’s edition focuses on the South-East geopolitical zone where acts of armed robbery, separatist’ agitations and kidnapping have become common place.
“It is expected that the exercise will expose participants to the peculiarities and challenges associated with the conduct of operations,” he said
Tuwase added that this would help to combat internal security and low intensity conflict situation in a joint and multi agency environment, especially in the South-East geopolitical zone. (NAN)
