Hajiya Imaan Sulaiman-Ibrahim, the Federal Commissioner, National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), have commended President Muhammadu Buhari and Humanitarian Minister, Hajiya Sadiya Umar Farouq, for inaugurating the National Policy on IDPs.
Sulaimam-Ibrahim made the commendation at the Humanitarian Open House and inauguration of the National Policy on IDPs on Tuesday in Abuja.
The Open House was organised by the Ministry of Humanitarian Affairs, Disaster Management and Social Development.
The News Agency of Nigeria(NAN) reports that the 92 page Policy document which comprised six chapters, was forwarded by Farouq and acknowledged by Bashir Nura Alkali, the Permanent Secretary of the ministry.
While Chapter one concentrated on the introduction, chapter two gives explanation on Policy Trust including scope, mission, objectives and principles.
Chapter three explains what constitute the rights and obligations of IDPs.
Chapter four talks about the responsibilities of government, humanitarian agencies, host communities and armed groups to the IDPs.
While chapter five explains the policy implementation and strategies, chapter six talks about funding, monitoring and policy review.
Sulaiman-Ibrahim said: “I want to recognise the commitment and.consistent effort of our dear President Muhammadu Buhari for ensuring a coordinated approach towards social inclusion and to combat the effect of poverty.
“I also want to commend the president for strengthening the National Social Safety Net Initiative and providing succour for all persons of concerns.
“In a special way, I want to thank, commend and acknowledge the Humanitarian Minister for her patience, drive, sense of purpose in listening and ensuring that all concerns raised by actors are incorporated in the policy.
“The inauguration of this policy would further actualise Buhari’s vision of diversification of the economy and lifting 100 million Nigerians out of poverty in 10 years.
“We also want to thank the National Assembly, UNHCR, ICR and others for their support. However, the journey has just began; we count on your continuous support and commitment,” Sulaiman-Ibrahim said.
The NCFRMI boss further explained that the National Policy on IDPs had indeed provided a veritable forum to enhance awareness and ensure a common understanding and objectives of the policy trust.
According to her, the framework and operational guidelines will lead to domestication of the Kampala Convention in the Federal Republic of Nigeria through appropriate legal framework.
“The inaugurated National Working Group would drive the process of domestication, implementation and.monitoring of the policy in a coherent and coordinated manner for the benefit of over two million IDPs across the country,” she said. (NAN)
